Personally, I would do any cutting or sanding that you would almost need no expensive tools that the avg. person wouldn't have. Do everything and leave the paint to yourself. Prices very, you could pay probably UP TO $600 for something as simple as this, atleast in my area. Do what you can, save money for other things, that's my only advice on this.
a shop here in sydney australia, to repaint the whole bodykit about $200aud. my friend got that quote for his Corolla.
wow that is CHEAP!! The import garage here charges like $200 per bumper (if done individually and not all at once) or $500 for the kit. BUT, if any fiberglassing is involved, they charge $15 PER inch made, and they rebuild, not necessarily patching and just bonding the shit together. In fact, I was quoted $600 to only repair my kit to make it fit like factory, no paint or anything else.
go to a shop that will give you a flat rate- you'll have to bring your car in and let them take a look at the quality of the kit and then they'll give you a price, and if it takes a lot longer than planned, they should give you another price
but going by hourly...that's not the way to go. how efficient/inefficient do you think they are? and how do you know?

i wouldn't go with that shop dude! with body kits and stuff it's very easy to run into fitment issues, and modification steps, and it's just not somthing that you can gauge on time, cause each case is different.
i would go to a different shop man! ateast that's not where i would go!

just remember, you get what you pay for... i paid 800 for mine to be painted. I mounted it myself (i'm good like that) and did most of the prep work. the paint on my kit is absolutely perfect, and has been for years now, if you disregard all the abuse it's taked from me.
I wouldn't go with them just because they charge hourly. They will probably take a long ass time, more than they should just so that they can charge you more.
my friend paid $1000 for a full body kit paint with a pearl white and clearcoated. thats with fitting and refiberglassing and making it stronger (ebay kit)
