'99 Seat belt problems

Well I have a '99 camry XLE 4cyl, auto. The seat belts lock up all the time when I'm trying to put them on. The lock about halfway, I have to stop pulling it out, let it back in. And then try again. It seems like when I'm parted uphill in my driveway it happens more offen. I have to back out the driveway, put the car in drive, and then they will work.

What would be causing the seatbelts to lock up like that? I know if you pull then really fast they are supposted to lock up, like if you were hitting something in an accident. But I can pull then as slow as possable and it still does it?

Is is something that needs maintenance? Or a bad part that needs to be replace? Anyone else experience this? I did a search, but didn't find anything about this specific problem.

99 seat belt problem

We also have a 99 camry and the rear passenger seat belt won't retract. it is pulled all the way out and seems to be "broken". The dealer wants to charge us $350 to fix it. Anyone have a similar problem and if so did you get it fixed any cheaper than $350? Our son rides on that side with his booster seat so we need to have it fixed but come on $350.00?
