What to do?

Okay, as a going of to college present my parents are going to do one of two things: Buy me a new car, or fix up my camry for me. On the car side, I can probably get a car for $15000 or less, we looked at the new civics and the Scion Tcs, but they said I wouldn't get a new car. I have been looking at Integras, WRXs, RSXs, 240SXs, etc, to try to find what would be the best. On the fixing up side, I will get new springs and shocks, new wheels and tires, and probably a detail on the interior. Obviously this isn't as much, but I wouldn't have to spend as much on upgrades, such as the wheels and shocks/springs. The downsides of this arrangement are that my car's paint is in pretty bad shape (Bumpers and mirrors are losing clearcoat etc.) and the interior has been damaged by cigarette smoke (, the clear plastics are clouded, and some of the plastic has become brittle. I would also like to keep it because it was my grandmothers, I got it when she died, it could be like my way of remembering her, but anyway, it does have 102,000 miles. Besides that, I wouldn't mind getting a different car. What would you guys do? I'm wanting to do some siginificant upgrades, turbo etc in the future.
