strange timing issue

Some people that live next to the shop I work at have a 91 Camry wagon, 3sfe engine. Last week the belt popped so a coworker of mine(Ira) helped them install a new belt, afterwards the car had little power. I told Ira the timing had to be out of line if it lost power right then. Yesterday they pulled the covers back off and I checked it out and the mark wasn't on line, but was a half cog off. I don't understand how it could be a half cog off but it was. We double checked all the books and looked at every mark on the engine and cams but no matter which way you looked it was still a half cog off. We know fe heads don't bend valves so it was time to chuck the book and try other methods. After trying a couple of different cam positions we found that advancing the cams brought the power back so we left it set there. When the cam is lined up on the mark the crank is at about 8 or 10 degrees before tdc. The distributor is set in the original spot again and the car runs great. Anybody else had a similar situation?

Possibly the woodruff key slot in the crankshaft is damaged or pin on the cam flange is bent.
