How do you mod a Camry while still keeping ride comfort and quietness?

you dont

dont mod the exhaust or suspension if you dont want it to be loud and rough, it isnt that hard to figure out.

Yes, this has been asked many times. You either don't mod at all, or make sacrifices. No two ways about it.

Wheels (same diameter/width as stock)
Brakes

I put ultra light 15" sprint hart CP-035s. Powerchip Gold. Grounding. Add toluene to my premium fuel. Remove the resonator from my front fender well for cold air intake, plug up the front intake, add noise insulation to the front fender well. Oh yeah, Im driving Gen 4.5 2.2L. I get about 45Nm increase at 2300rpm and about 15hp increase at the same rpm. Noise and comfort is not affected.
