I notice waste water comes out of the hose when I use A/C is normal, but when I do not use A/C, water still comes out. Is it normal?

As long as this water is clear water with no coolant, i think it's normal, because what else could be making the water? Perhaps the hose is kinked or clogged up some and you should blow it out or change it

What hose? When the A/C is working, water can condense on the evaporator and run out the bottom of the car through a hose. If you park the car, you may see a puddle (sometimes large) form under the car near the engine. This is normal. Try not running the A/C for a few days then see if water is still running out.
