ummmm...... no
adding restriction along your intake path does not lead to positive manifold pressure. forced induction comes to be by ram air (barely even), supercharger (eaton, roots, centrifugal), turbo, and there are a few cheap electric impellers that run off the battery.
this product does exactly what it intends to do: confuse and excite people enough that they buy it.
LESSON LEARNED: when an engine recieves less air, it throws less fuel into the mix resulting in higher gas mileage (and decreased performance). the only gain is due to a loss
the throttle body spacers might be a different story, but thats kind of unrelated to this product.
