off as in not correctly adjusted. i keep getting tps code and when i adjust it to when theres no code, it comes back on when i rev it up but at idle it goes back to no code.

when i rev the car close to 2k rpm the engine keeps bogging up and down between 1.5k rpm and 2k rpm and if i hold it there it constantly does it.

bothers me on 1st gear while in city traffic.

You need a feeler blade and a multimeter to adjust the TPS sensor, an easy job to do
but you need to tell us what engine you have. as both the V6 and the I4 engine has a
TPS sensor.

this is always how ive done mine on my camrys, turn it against rotation of the throttle shaft, if you go too far it wont idle, just back it up a little, works for me
