2nd Generation Drivers Side Seatbelt Works When It Feels Like It...

I have an 89 Toyota Camry 2.0L w/145,000 miles. My driver side automatic seat belt works when it feels like it. Sometimes I will be driving and it will engage. But when I turn off the car and start it again...it won't work. There will be days where it will work a good 4 times in a row. I'm just afraid of getting pulled over. Do you know what the problem could be?
