Both this forum and the other one is made by the same company Vbulletin, and can be used by anyone who pays for the lincese and also able to use php on their web server.

This site an the other one basically uses the same template. Also check out vvti.net its another toyota forum, but specializes in Rollas. They use Vbulletin also but had a template custom made for them.

I am currently developing one that is CGI based.

most likely, with alot of pay forums, like this one, UBB, and a few others you can buy a license to use the software and within a certian time period you can get free upgrades and other stuff free of charge, but once your license runs out you have to pay for everything unless you renew your license.

And since this forum has been around for a while, I'm willing to bet that the license has expired especially since it cost around $135USD to upgrade to the latest verson.
