99 center AC vent TSB resolved!

I don't know why I let this bother me so much but I pushed it to resolution. Open Road Toyota in Richmond, BC was able to order the 90202-05129 washers mentioned in TSB BO009-99. C$1.65 + tax for the pack of 2 washers. Stevens Creek Toyota in San Jose, CA and Sunnvale Toyota (CA) coudln't/wouldn't take the order because the system didn't list the parts for my VIN.

I fit the washers and the vents roll as stiffly as new. Hardly a surprise.

Yes, C$1.65 is a lot to pay for a couple of plastic washers for loose vents that any number of no cost fixes will cure. I'll have the edge when I take my Camry to Amelia Island

Question

Will someone please tell me what problem this TSB addresses?

Enquiring minds want to know.
