Question Speedometer Delay

I have a 99 LE Camry I4 auto with 78000 Miles. The delay happens before the car is warmed up. Example: If I drive at about 30mph the needle doesn't move, it shoots up when I reach about 40mph. I bought this car used with 74000 miles. Help me out.

Is this stock gauges? Reason I ask is I have Indioglo gauges and it did the same thing before. The gauge face would lift up and restrict the movement of the needle.

Yup, stock guages. The guages dont lift up though, the needle reaction is delayed.

get a carfax report done and see if has any kind of water damage, or wrecks. that sort of thing could be caused by a linkage problem between the spedo and the (whereever it goes), or someone has opend up the cluster in the past for whatever reason and took off the needles, then put them on wrong or whatever.
