Some corrections here bro. You don't want to hookup the neons directly to the battery. If you do you defeat the purpose of using a relay.
87 on the relay goes to the battery (constant +12V source) though.

run in inline fuse and a relay attached to the ignition of radio or somethin so that when u turn on the car or radio the lights come on automatic and turn off with the car.

You could run a fuse inline with the constant +12V wire going to the relay for safety reasons. Just incase that wire shorts to ground or something.
If you want them to turn on and off with the radio you would use the amp turn on lead or power antenna lead to trigger the relay.
The +12V wire of the cigarette lighter is a switched source so it acts just like the ignition. So the neons will turn on whenever the ignition is on and turn off when the ignition is off.

then i think u can run a switch on it also that way it can be triggered by the car starting but u can still turn it on or off manually. i think thats a way to do it

If you use the radio to trigger the relay you won't need a switch cos the on/off button the radio acts as one.
If you use the cigarette lighter or ignition you would need a switch if you want to be able to turn them on and off manually.
