I've never seen a brake pedal in my life that needed adjustment - if you try to adjust yours you can cause problems with the brake switch engagement and maybe even cause the brake pads and shoes to contact all the time and burn them up. Adjusting the pedal is seldom necessary except for installing a new pedal or maybe the power steering booster or master cylinder (which is adjusted at the master cylinder, not the pedal)
Problems with poor pedal feel are as a general rule, caused by: brakes needing to be bled, worn out pads or linings. Drum brake self adjusters dirty, rusted, unlubricated or broken, or improperly adjusted. Sticky caliper pistons or slider pins. I would examine this parts first before even touching the brake pedal adjustment.
