HELP ME plz, Window and Fuse problem

Okay I have to seperate problems. I own a 96 Avalon.

Prob #1: Back right window will not open, neither the master controls switch or the passenger switch can open the window.

Prob #2:
Okay I was driving yesterday and my A/C, Clock, and Radio went out. I checked the fuse and my 15v blew. I replaced it later that night and the next day while driving it went out again. It occured about 30 minutes after driving. I called the dealership and they said it would cost 80 bucks to diagonse the problem. I am thinking about keeping the radio off and putting a new fuse and see if it holds. If it does, I am hoping it is a problem with the radio. I don't know what is causing the short and I hope someone could help me solve this. I've done no customizations to anything to my car. I have been driving a lot in the past 3 weeks, about 1,200 miles.

The short could be in the cigarette lighter, take it out and make sure its wires are not frayed and touching against the chassis somewhere.

ty for taking the time to answer, I found out later that day when I pulled some change out of the ashtray a screw fell into the cigerette lighter causing it to short out, I took it out put a new 15v fuse in and it worked great :-D now just need to figure out the window issue :-D ty man
