hydrolic cooling fan

how do you tell if this thing is good or bad???? won't start by it self needs manual help ,is reel tight does not spin freely when car not on.is this the pump or the fan or something else?????

jump OP1 & E1 in the diagnostic's port. If it spins faster, it's fine.
And yes, the speed will increase as the rpm's rise because the power steering pump which drives the hydraulic fan will pump more as the rpm's increase. lol
