Actually, by using relays and diodes in combination with your resistor idea, you will be able to keep your high beams.
Wire it up so that when you turn on your low beams, the relay will switch on power from the battery directly to your resistor pack. The diode will sit at the junction between your resistor pack and your existing high beam wiring.
Electrically speaking, what you want to accomplish is a pretty simple task, but I imagine you'll have more of a problem finding electronics with the correct tolerances to pass the kind of amperage that headlights require. For example, don't expect to use Radio Shack resistors, unless you've got a handful of them heatsinked and wired up in parallel (parallel? is that right?).
