HELP! fast blink when low team or city light is on..

My 97 Camry has a fast blink problem on the left. Whenever I have low beam or city light(do we call it city light?!) off, it blink normal and fine, but whenever I have low beam or city light on, it will blink 3 times as fast.

Where should I be looking at to debug this?

Its a dual filimant bulb, is it not? Pull the bulb out and check that both filiments are intact.
if the bulb's ok...
Trace the wires, make sure nothings pinched, it sounds like theres a grounding issue.

yeah it is H4...

say..... if I took out the bulb from both side completely.. should both left and right blinker blink really fast then?????

H4 is your headlight.
I believe 1157 should be your Signal/Parking light (or as you called it City Light)

Yes, they will blink fast if the circut is in complete thats how you know you have a signal out. ...missing bulb or spent filimant.
because your front signal doubles as your parking light my thought is that the signal filimant is burnt out which would be why it still comes on when the lights are turnned on.

Fixed the problem. turn out that the harness that connect to the bulb has contact problem. Adjusted the hardness connector and the problem go away.
