you can try to lock in another wrench to give more leverage, but i don't think there's room
lots of ppl seem to have problems with that bolt, but most of those ppl haven't changed their fuel filters in 5-10 years, they get what's coming to them
or you could bring it to the garage, its not a long job
I had the same problem and increasing the more torque to loosen it is not a good idea. I added more power to loosen it and it caused the threads on the lower portion of the FF to strip. Then I stuck and couldnt go any further nor backward because the thread was stripped causing gas to leak like a mofo so I had to cut the metal fuel line and replace it with fuel hoses, and fittings to the new FF. My suggestion would be to definatley use a flare wrench instead of a normal wrench or else you'll end up stripping the bolt. Also becareful of how much torque you apply or you'll end up having to cut the fuel line as i did.
haynes manual says to replace fuel filter every 30k miles (50k kms) or every 2 years
which i think is a good guideline, filters are dirt cheap and they're there to protect you, there's a lot of crap in gas
those old tanks they got under service stations have tons of sediment and rust flakes in there, most important of all, never fill where they just filled the tanks, it puts everything that was in the tank into suspension
and that primary filter in the tank dosen't do much
