Yes, it should come on for about 1 second when the engine is first started. The light indicates oil pressure, not volume of oil. When you first start the engine, the oil pressure must build up, via the oil pump, and pump oil to all parts of the engine, including where the oil pressure sensor is located.
As far as your experience of being previously extremely low on oil, the light will only come on when there is a severe pressure drop. The light has little to do with oil volume. The only time oil volume will trigger the light, is if the oil level falls so low that the oil pickup in the bottom of the oil pan can not reach the oil level to pick any oil up and pump it throughout the engine. If this happens, severe engine damage will occur within a couple of minutes. If you ever see the oil light come on, indicating a lack of oil pressure, stop the car immediately. I would also advise checking the oil level more frequently, about once a week for a while, until you determine the oil usuage of your engine in miles driven.
As a side note, on future threads, it is always advisable to list your engine size (4 cylinder or 6 cylinder is good enough) and the mileage on the vehicle, along with any known maintainance history of the car.
