rpms slowly lower during WOT

ok i own a 92 camry 5spd

whenever i do hard acceleration at Full throttle, and shift to the next gear, the rpms end up at just above 4200, then they very slowly decrease to 4000rpm, then increase normally after that.

Is this because it is just spinning up the synchros?

Does anyone know what i mean?
