I dont know if its legal in Texas, all i can suggest is maybe you should learn the local laws before ignoring them. Anyway all i can tell you is how someone would do it if they were preparing a car for say off road use on a racetrack etc.
The easiest and cheapest way is to remove the cat and just knock the guts out of it with a solid steel pipe or something similar, then bolt it back on.

It's illegel to remove the cat period. If you get cought without a cat your car be tow depending on the police officer.

I wouldnt put it past the law to have devices in the trunk for testing smog, i do know in California they have started using trailers on some freeway on ramps that measure your tailpipe emissions while you are waiting for the light...! Then if its reads too high or whatever, they send you a nastygram + fine in the mail later

It's illegal to remove or disable a functioning catalytic convertor. You are not even allowed to move it's factory location if you have to replace it.

To know how you would do it would require knowing the information regarding your car, which you didn't post for some reason.
