4th Generation Rear O2 sensor issue.

I have a 2000 S/C Camry with JPP headers. I had tapped into the ECU to install a CP-e intake and tuning box, but have since taken it out of the equation. The problem lies with the rear O2 sensor. When I check it with my OBDII and monitor the sensor, it shows that it has not monitoring. All of my other sensors are green (monitoring), but the Catalyst monitor (rear O2). I have replaced the cat and the sensor to no avail. I am at a loss for what to try now.
Any ideas?

Have you trouble shot (boy that sounds like a wrong word!) the wiring from the sensor to the ECM?

Often, it's the loose screw between the steering wheel and the driver's seat that needs to be fixed first!

Stock 1995 Camry, 5SFE, Sedan.

It turned out to be the tube from the rear header to the egr cooler. It had a broken in half. The O2 sensor it right next to it. The sensor probably read lean, so it was giving it more fuel. That is why I was not able to pass emissions. The extra fuel (I think) cooled down the after-cat sensor, so it would not light up.
I fixed the tube and all is well!
