'99 Camry does NOT Decelerate..
My 1999 automatic camry (4 cyl, 2.2L) doesn't decelerate after I have reached any peak speed. It says at that speed. I could go from 0 - 50km/h and it will stay stuck at 50 until I brake.

Does this have anything to do with cruise control? What could the problem be?

I would check for a sticking throttle valve inside the throttle body. Clean the throttle body thoroughly when you are inside there, paying particular attention to cleaning both sides of the throttle valve and also where the valve comes to rest inside the throttle body. I would also clean and then lubricate all pivot points of the throttle cable.
