I am thinking about buying a 2008 Camry SE and am trying to get and idea of what it is going to cost me to register it. Does anyone know?

$18 per thousand dollars of retail price. So $27,000 is $486. That is only the city/town part. The state will charge you for new/transfer plates and $38.20 for the state part of the registration.

The price of the car is 23,000 out the door. So the only number I am truly concerned about is the first one you gave me. I cant even stand the thought of having to pay close to $500 after buying the car. Does the price go down after the first year? Also, because I register every January will it be any less because I have paid for a full year on the car I have now? Make sense?

At $23,000 the price for the city would be $414. It may vary a little based on the retail price they use. They don't use the actual price that you paid. The retail price they base the cost on is already set.
The cost goes down for the fist seven years then it levels off. The second year the cost is $15 per thousand, the third year is $12 per thousand, and so on.
You can transfer the plates that you have on your current car. You will get a pro-rated credit based on the months left on the registration.
