It is possible to get two bad alternators in a row. 14-15v with alt charging is OK but voltage should not be jumping around.

Suggest checking the wiring between the alt and battery. If the battery has been sitting for a few hours voltage should be 12.6-12.8v if fully charged. 12.3v is about 50% charge. Might get the battery tested.

classic symptoms of corroded/dirty connections... (check battery to ground connection and check the wires too). a regulator could be bad but i doubt it. good luck and keep us posted

Battery could be bad, have it load tested...also a ground cable could be loose, check the connections from the battery and alternator and starter.
Also something could be drawing the power when the engine is shut off, check the hood and trunk lights if present, perhaps they are staying on.
