Answer is quite simple.

There is no Avalon (or another more premium Toyota - like a Toyota Crown) in China. The Camry is the top of the line sedan offering, so they need to make it a more premium car to appeal to the higher end of the market.

I was in Taiwan couple of years ago and my wife's brother-in-law had just bought a 2006 Camry XE. It was a nice car, but to keep the costs low at the same time, I was a bit surprised at the equipment.

It had factory HIDs, 16" alloy wheels, auto-climate control, leather seats, wood grain dash, more chrome accents in and out, even a wood/leather steering wheel, back up sonar, etc.. The rear taillights were the fancy types also. Sounds good right?

Here's how they kept the costs down. It had no airbags period, 1AZ-FE engine (2.0L), 4-speed automatic, no cruise control.

they can build a lot better interiors in asia because of cheap texile/leather price and CHEAP labour for putting them in by HAND.

but i guess they seriously cheap out on engines cuz people cannt afford V6 gas chuggers.

I would seriously want to import an Asian Market Camry....they look so nice.
