94 Camry XLE with Auto Trans Won't Rev Past 2000 RPM

My 94 Camry (177,000 miles) starts and engine runs fine but feels like it has a governor on stopping it from reving past "limp home speed" at max of under 2000 rpms. Occassionally, car when first started will gain rpms and speed and shift up in gears but shortly it will go to creep speed and stay there until car is shut off, even when put into neutral or park. Dealer diagnosed as a transmission problem and said it was not worth fixing because of mileage on car. I question diagnosis based on fact that rpms would not rev up even when transmission is in park or neutral. Based on other forum notes/posts, to me it seems like a possible Mass Air Flow Sensor problem or catalytic converter issue. I'd love to keep car running.

Any advice on this would be appreciated!
