Toyota Camry- 1998 - car engine is cranking after turning key to "OFF". What is the reason?

You might want to repost this in the Gen 3/4 section.

Initial thoughts are that you have a short. For some reason I seem to focus on the ignition switch but it could be at the starter or relay too. How sure are you that the starter disengages when the engine starts?

It's usually the starter. You'll have to check it to be sure though.

maybe the prior owner had a remote start. This can cause havic. Id have the remote start removed.
