I have an 07 Camry XLE. The outside temperature indicator can change every few mintues and begins changing within a few minutes of driving. I also have a 94 Camry XLE with an aftermarket remote outside temperature sensor (Wayfinder V2020 - it's also a digital compass). It too can change within a few minutes of driving. I do notice if I start that car, get it good and warm, and then park that car and restart it within an hour, the indicated temperature will be much hotter due to the hot air around the engine excaping through the front grill area of the car. That's where I have the remote temperature sensor mounted. That system also will begin to lower the temperature within a few mintes of driving and should reach the correct temperature reading within 10-15 mintes of driving. That unit requires air flow over the sensor to get it's reading. I'm pretty sure the OEM system works in a similiar manner, so it should take only a couple of minutes to start the temperature reading on the dash moving to a more accurate number, not hours. My guess is you have a bad sensor.
