3S-FE engine surging

Hey guys after some searching I did not find much useful information on the issue that I'm experiencing.
The subject title pretty much gives it away. Every once in a while the idle on my camry seems a bit high. When this happens and I'm driving the car surges from speeds 35-50 or so. It seems to run fine otherwise. While other times the idle is fine. It seems to come and go.
Could it be the TPS, IAC?
I checked around for vacuum leaks, cleaned the throttle body and IAC valve.
Anyone had any similar experiences or have any ideas.

Could it be the cold start injector? or the cold start switch?

The cap, rotor, plug, plug wires, air filter, and fuel filter are relatively new, they all are OEM. When the car is running right it still gets ~35-40 MPG, with 182K on the clock. It runs like a champ, it sometimes just seems a little off. I think that the high idle is related to the weird cold start issues that I've been experiencing and have posted in past threads. I think that its either the IAC valve, cold start injector, or cold start switch.
I need to do some testing.
If anyone else has any ideas or advice please help.
