Canada Chaning 2000 Camry CE block heater

Hi, I'd like to replace the old block heater with a new one by myself. Because the dealer told me the block heater cover outside of engine has green corrosion. Does anyone do it before? Do i need to drain the coolant before changing it? Any comments is welcome.

Drain.
You have a 4 cyl right? cast iron block
must use a thin coat of sealant even though new heater has rubber gasket.

Thx. Just want to understand why drain. Based on below post, drain isn't mentioned. Is the process different by model? Your explanation is appreciated.
