Power Windows Problem

Hey all,
Having a problem with all the power windows in my 99 camry. The windows will each roll down for about 3 seconds and completely lose power. If I wait a few minutes, I can get them to roll back up - but just barely. Volt meter reads 12-13 volts for a few seconds, then drops to 4-5 (or down to 0-1 when multiple windows are used). Is this a problem with the relay? Battery?

I would guess an obstruction in the glass channel. Try to lubricate it with dry graphite.

Any other ideas?
