Question '99 hard to start when cold...

Okay, anyone have any ideas, advice, or whatever on what's up with a Camry when usually you don't have to hold the key over too long to start it in warmer temperatures, and when the winter hits, it takes a little longer of a turn to actually get the engine to fire up? Any information is greatly appreciated.

I'm using 5w-30 oil. I'm in West Virginia, and it gets pretty cold here. I think the lowest it's been so far here this year is 12 degrees.
