There's some local audi's that need to run 17"s at least during the winter to have brake caliper clearance because they have big brake kits installed. Possibly a similar situation. Snow tires are snow tires.
i actually run 13.1 inch mkiv supra tt rotors on my camry in the regular season, i have to change the rotors when i change my rims for the winter too... its a BIATCH! i may end up getting some supra 17" steelies for next winter... just so i dont have to change the damn rotors...
