Ed,
Sorry, I don't remember having to change out the front turn signal when my wife and I owned our 98 Camry. Usually the owner's manuals tell you how to get to the common bulbs like that, but I understand he doesn't have one. That said, I doubt you would have to remove the whole headlight assembly to change out the turn signal bulb. If he tapped on it and it started to work, there is probably some corrosion built up inside there or the bulb was/is just bad. He should definitely look further into it. Several suggestions that I can make to help are 1. Go to ebay and try to purchase an owner's manual. He will need it if he decides to keep this car. 2. Go over to AutomotiveForums.com and download the entire generation 4 Camry factory service manual that is stickied there on top of the forum. This is a free download and is very useful for lot's of things. 3. Try Autozone.com and see if there is anything on that website that shows you/him how to remove it. 4. Go to your local library and see if they have a Chilton's or Haynes manual for his generation Camry and see if it is covered in there.

PS: Just found my 98 manual. (I have to hang on to it as our 98 was destroyed in an accident and the settlement case is going to court. I have to hold on to all the paperwork including manuals for the car.) You definitely don't have to remove the whole headlight assembly. Just open the hood on that side, and he will see a black plastic retainer holding the assembly in from the top. You use a slotted screwdriver to pop up the center pin on that retainer. Then just lift the whole retainer up and out. Now put some tape on that slotted screwdriver and pry the assembly from the front toward the outside of the car. It should pivot outward exposing the bulb retainer. Twist the retainer counterclockwise and it should come out. Now just pull the bulb straight out of the retainer and replace it with a new one. You can use this page to identify the proper bulb:

Reinstallation is just the reverse procedure. When putting the black plastic pin back in you do it with the center pin still up. Push the pin assembly in and then push down the center pin.
