95 Camry codes 25,26, 71

Car has been running great with the 2.0 3sfe made in japan motor for a year now. Last week it acted like it had a miss every once in a while. Two days later it started to idle rough and after it hit about 3000 rpm it would smooth out if you backed off the gas a little. Plugs, distrib cap, rotor and plug wires are good. I cleared the computer and drove it until the check engine light came on and jumped TE1 &E1 with the ignition on and the motor off. I got codes 25, 26 and 71. I still need to clear the ECM and drive again. I was reading my manual about checking the Oxygen sensor at the exhaust. My book say to check the voltage from VH1 and E1 it does not tell me if the car should be running, or it should be at operating temp or just turn the ignition on without the engine running. Please let me know the correct procedure.
