I bought one Silverstar out of curiosity that came out of hearing conflicting reports. One side (and all the ads) said they were brighter, and the other side said they just tinted/colored the light and weren't actually brighter. After I fixed my headlight wiring, I put a Silverstar in one low beam and a regular Sylvania in the other low beam. The result was clear enough for my eyes, the Silverstar looked "more blue" but the regular bulb was definitely brighter. Maybe more light gets through with clear rather than blue glass. Anyway, I wound up using 9011 and 9012 instead of ANY off the shelf Sylvania or Wagner, etc. bulb and I'm super happy. But none of this answers your question. The way to make your bumper and sidemarker lights stop looking brown is to replace them with orange ('amber') bulbs.
