"Low EGR Flow" What do I need to check?

The CEL came back on last week while visting relatives in Memphis. Drove back home 550 miles still got 30 mpg. Local AutoZone said low EGR flow. Checked it out this weekend. PCV valve was stuck open so replaced it. Pulled EGR valve and bench tested with vacuum tester-it's not stuck and it holds vacuum until released. Put ohm meter on EGR gas temp sensor and got no reading. Haynes wasn't clear on what it should read-they said to check for a grounded condition which it's not, then reset EFI fuse all last night. Check vacuum hoses-seemed ok. CEL came back on this morning. I'm leaning towrds the EGR gas temp sensor. Any other ideas?

my only thought is that an actual toyota dealership or one of the haynes manuals would be your best bet to figuring out the issue here...

Sounds like the sensor, if I remember right it should read around 10K ohms when hot. However it reads it should not be 0 though.
