Noise from front tier during braking

I have a 98 Camry with 172,000 Kilometer now. If I step on brake pedal and hold when driving above 110K/hour, I can hear noise from both front wheels/tiers. The noise will becoming stronger when speed reduce to around 50K/hour. The noise sounds like "bong bong bong..."

A Toyota dealer recommend me to change 3 rims, I did change all of them and paid 300$. But when I try today, the problem is still three.

Any thoughts, ideas?

this what i would have done:
1. resurface the rotors
2. new brake pads
3. bleed the brakes (duh!!).

I think the dealership douped you into buying new tires from them!

Edit: you said wheels...Man, you got a great deal for 300, i hope they werent steelies.....and alloys....knowing dealerships you got black steelies for 300! They rode your ass big time...
