whining noise

Can anyone help me ? I get a whining noise from my car when i drive at a speed of around 50 to 60 and the noise increases as i speed up.
Thought it was of the tire and changed it but the noise is still present. Now i cannot even guess if its a wheel bearing or a axle bearing......what do you think ? Wheel bearing couldn't figure it out cos the noise is particular in front right or left or behind its all over ? Can any one help me out ?

im not sure but ill give u 2 hints

1, tires make noise when they run out of tread
2, Winter tires driving during summer also make noise

U said the more u speed up the more noise ? that noise is cool as Turbo or Supercharger ?
