No, it is not normal. The pulsation is usually caused by a warped rotor or drum. Did you replace the rotors along with the pads? Did you cut the old rotors and reuse them? That means if you did change out the rotors with new ones, that one of the old rotors even if turned (cut) could still be slightly warped. It could also be one of your rear drums is out of round, assuming you have rear drum barkes. You don't say which engine you have or whether your car has ABS, so there is no way of telling if your car has rear drum or rear disc brakes. Incidently, I have seen new rotors be slightly warped right out of the box, with today's cheap rotors. As far as the noise, it too is hard to say what is causing it. What type and brand of pads did you use? Organic, semi-metalic, or ceramic? Did you reuse the antirattle shims on the back of the pads? Did you spray the backs of the pads with antisqueal paste? More information is needed here than just saying you replaced the rotors and pads.
