Question 3rd gen transmission quirk

My wife's 94 camry LE 4cyl automatic, 94,000 miles on it.

The issue I'm having started right after I did a fluid/filter change on the tranny 6 months ago. I think it's the first time ever, I've known my wife 6 years and she can't remember it ever being done before me. I just assumed it was, so it went this long.
I didn't do the transaxle as I couldn't find the plug that the Haynes book mentioned.
Well, ever since I changed the fluid the RPM's hang low at about 1,000 for a moment after letting off the throttle and then pick up to what I'd expect the RPM's to be at for the coasting speed.
Doesn't matter what gear it's in, or the speed you're going. Does it in all gears, converter locked or not. If I blip the throttle it will hang back down there for a sec and then recover. But not every time, maybe 80% of the time it does this. Also after the fluid/filter change it started to idle low, at about 600 RPM's, lots of vibration because it's so low.

Back then I thought I had a "moment" and put in the wrong fluid, but I remember my empty bottles matched the Haynes book reccommendation (ATF? don't quote me I can't remember and I'm not at home at the moment). I then thought it's just some air that needs to be worked out having replaced the filter. Now 6 months later it still does it. It hasn't lost a drop of fluid and is not foamy or overfilled. I did not detect hardly any metal when the old fluid was poured through cheese cloth with a magnet on it, and the fluid was not burned. It actually looked/smelled quite good considering I think it was probably the original tranny fluid.

I'm at a loss. Is this typical behavior that came out with fresh fluid or should I be worried something in the converter is not letting go all the way or I have some other issue?

I've been searching the site for a few days and haven't been able to find a specific mention of this problem.
