1999 Solara v6 cel P0402 and P1411

Hi all,

Have check engine light with error codes P0402 and P1411. These codes are EGR system related according to Autozone. I want to fix this problem but would like to do troubleshooting first before investing alot of $$ and not fixing the problem. I have taken out and cleaned the EGR valve and measured the EGR position sensor and seems to be ok (2k) but check engine light came back after 40 miles. According to the error P0402 the EGR is stuck open. How should I proceed? Also, the car runs perfectly fine.
