90 Camry fuel filter question

We want to change out the fuel filter on our 90 Camry and couldnt get the bolt loose on the top of the filter. Anyone have the same problem? My husband is going to try an impact wrench on it. Why is it so tight? Anyone have any tricks to get that loose?

leave all the other bolts tight and put a breaker bar on it, or if you don't have one, put a pipe over the handle of the ratchet and slowly try to break it loose. try spraying some rust penetrant on it and make sure the gas cap is loose, or off, so you dont get sprayed when the bolt is loosened...
