Why not just ask the dealership about the fuel system inspection? It sounds like they're just going to tell you to do an EFI cleaning which is cleaning the fuel injectors and throttle body.

Is there any reason why you're changing your timing belt already @ 60K miles? That's definitely very conservative but it all depends on if you want to chance going further on it. I'd go ahead and change the water pump because then there's no "extra" labor as everything is apart already. Have you changed your coolant in the past? Your '02 has Toyota Long Life (red) coolant which is good for 24 months or 24K miles. So if you haven't gotten it changed yet, you might as well.

the recommended interval is 6 years or 96000km for timiing belt.

even though my car has low mileage, it has been 6 years.

also the car is taking that extra second to start up. i think it might be the spark plugs...

yea i took care of the coolant. thats why i dont want my mechanic to touch the coolant. dont want them to put green coolant in...

My mom did the timing belt on her '95 1MZ @ 74K miles in '04. I guess it depends on a) the condition of your belt and b) how conservative you are. I'm fairly conservative with my maintenance but on a non-interference motor it's not as bad as far as the timing belt goes.

How old is your battery? I noticed my 2AZ taking a little longer to start than usual so I replaced my 5yr old OEM battery with a new one from Costco. Immediate difference in the amount of time my car takes to start.

the battery is the one that came with the car when it was brand new from the dealership so 8 years.

^ I'd definitely replace your battery if that's the case. I change my batteries out at 4-5 years max due to the hot climate and short trips. I need to make a trip to Costco shortly to replace the original battery in my aunt's 2005 Avalon.
