Spongy Brakes

I have a 99 Camry with spongy brakes and the stopping distance is too great. It feels like there is air in the lines but I bled the system and there was no air. Could it be the master cylinder failing?

If you certain you bled the brakes properly and in the right sequence (rr, lr, rf, lf) yes its a safe bet you need a new master. You will want to make sure to bench bleed that first before installing it, it probably comes with instructions in the part box.

Occasionally bad rotors or rotors that have been refinished improperly can also cause a spongy pedal feel. So can a very old or damaged brake hose that has collapsed inside (although this is not common). But 9 times of 10 in cases like yours, its the master.

Also sounds like you need to change out your brake fluid as well. When was the last time it was changed? It should be changed out every 2 years regardless of mileage.
