Timing belt change for 99

I have read that the original timing belt should be changed at 60,000. Is that miles or kilometers?

I have a whine in the engine compartment that I suspect is from the timing belt area. Since the pulleys, tensioner and water pump have all been changed, the timing belt is the next suspect. I have 58,000 KM on the car. Since the cost is rather high, I would like to be sure I have a reason before requesting the TB change.

Can the TB dry out and make a whine? Could one of the other belts be a more likely suspect for this noise? Any suggestions from you experienced Camry owners would be appreciated before I hand over the cash.

If you go to Toyota.com (the owners question area) they mention the TSB that changed the timing belt inspection from 60,000 miles to 90,000 miles for your year car. The factory manual calls for an inspection but most people change it at that time. It's usual that when the waterpump is replaced that the timing belt is changed. You may want to check on that. Not knowing what the whine sounds like, every thing you mentioned can whine.
