i wish to mod my car to have a grand total of 160hp.
it currently has 115hp.
i am not really on a budget but i would like to not spend a whole lot of money whereas i work really hard for my $$$
i have compiled a short list of the things i plan to do to add some horsepower:
1: fabricate a cold air intake
2: advance timing a few degrees
3: port & polish
4: remove cat converter and replace with straight pipe
5: get a better muffler
is there anything else that i can do to milk my 3sfe for all its worth? i really dont want to do nitrous or t/c or s/c...
Dood, you'll be lucky if you actually get anything around 115hp with the age of your engine. You'll never going to get anywhere near 160 doing everything you listed.
Like everybody here is saying the amendments you are thinking of will give you 5, 10 or 15 hp maximum. If you want to get more, either have your engine rebuilt and add a turbo (+all necessary accessories) or swap for another engine like the 3sgte. In both cases it will cost you AT LEAST 1,500 to 2,000 bucks, and that will be if you do the work yourself. I am not

I am not willing to discourage you but everyone here has already thought countless times about most effective / best price solution and there is no secret, just what we are saying ...
It also takes time, courage and knowledge !!! you'll need to do a lot of research before otherwise you'll mess up for sure your project.

It's a kind of improvement of your intake to allow it to get more air. Do a search on Google or on this site, you'll get many ideas on how to do this.
Oh yes by the way, be carefull when advancing timing, if you go too far you could get some backfire problems, also it might be good to start running on a higher octane fuel to avoid this (maybe someone here can confirm this...) As I said be careful I know people who blowed their engine because of a too high timing, that CAN happen...
Coulda sworn port and polish was when they bore our your cylinders a little and give you slightly bigger pistons so that you have slightly more displacement and also clean out a lot of crap that's build up?

NO! A port had polish has to do with the head, not the cylinders. By opening up the ports in the head that go to the valve (the "port" part), and polishing the ports for smoother flow (the "polish" part), you can get better airflow to the engine. You will need to remove the head from the engine to do this, so it is much like an engine rebuild, and its often a good time to freshen up the rest of the engine.
