Um.... are they switched on? The middle setting will put on all lights except your headlights. Personally, I like driving with them like that, I think it looks tight as hell with the amber sidemarkers but no headlights. And the less I use my headlights the longer they'll last

I have a Gen 3 LE 4Cyl. and I can turn them off just fine. But I always drive with the corner lights on and the fog lights on.

the lighting in general will dim when you use the power windows... if it dims really bad i would suggest having your alternator checked out... i think advance autoparts or autozone can check the alternator.

ICE, i dont know what is up with your corner lights... probably a malfunction in the headlight switch in the steering column. I usually know what is up with all electrical problems, but this one stumps me. it has to be a bad switch... there is no other way. only toyota can fix this one. OR you can TRY buying a new switch and installing it. but that involves removing the airbag, and steering wheel, and then taking the old one off and putting it all back together. you would have to get the part from a dealer though too...
